Abstract

The paper studies the effects of financial regulation on the world of finance and its impact on systemic stability, efficiency of market functioning, and adoption of novel financial technologies. A comparative study was conducted on major regulatory regimes: Basel Accords, Dodd-Frank Act, and EU regulations, along with the regulatory practices in emerging markets. Financial regulation is evaluated through quantitative measures (capital adequacy, liquidity coverage, systemic risk scores, and fintech adoption indicators). The findings report higher levels of capital adequacy (13.8-14.5%) and liquidity coverage (115-120%) and lower levels of systemic risk scores (0.18-0.21) in developed markets, which indicates proper institutional setup and enforcement of rules, while these indicators are not satisfying in developing markets (capital: 11%, liquidity: 102%, risk: 0.35). Adoption of financial technologies is significantly higher in countries with advanced regulatory frameworks. There is evidence on the influence of regulation in promoting technological innovation and mitigating the related risks. The effectiveness of regulation depends on the overall design of its framework, enforceability, and institutional capacity. The outcomes may lead to some policy recommendations: creation of dynamic regulatory systems, institution building, and international cooperation for building stable financial systems and boosting financial integration in an interconnected environment, as well as support for innovation in the digital financial sector. All in all, these are concrete recommendations to policymakers, regulators, and financial institutions aiming to reinforce financial stability minimizing the systemic vulnerabilities.
